ADULT WINTER HOCKEY LEAGUE
SUMMER 2008 SEASON
LEAGUE GENERAL INFORMATION
 
GAME TIME STARTS
Teams are to be dressed and ready to play with their completed game sheet at their assigned time. Should a team not have six (6) players dressed and ready to play, the clock will be started and the offending team will be assessed one (1) minor penalty for each three-minute delay. Should the clock run down six (6) minutes the game will be automatically defaulted.

For goalies that are late; there will be no extra time allotted to wait for goaltenders to get dressed, the clock will run and the game will start with 6 skaters. If the team without a goalie allows a 4 goal spread at any time, the game will end. If the goalie is injured in the play-offs and the team does not have a back-up dressed, that team is granted the option of dressing a skater (10 minutes) or using a goaltender from their own division, or a goalie from a lower division. The convenor must approve this.

LENGTH OF GAMES
All games are 3 X 15 minute straight-time periods with the last 30 seconds of the first and second period stop-time. (Sunday at Westwood is 3x20 straight time periods) The last 3 minutes of the third period will be stop-time if the goal differential is 3 or less. If the goal spread is more than 3 and a team scores to make it 3 or less the clock will go back to stop time.

DEFAULTED GAMES
Any defaulted games during the regular season will result in a 1-0 score. The ice time will be provided to the teams to scrimmage but the officials are not obligated to referee a defaulted game. If a team defaults more than once due to a lack of players they will be subject to a $100.00 fine.

GAME SHEETS
A representative from each team must present himself at the Ice Control Office/League Office prior to the game to obtain their game sheet. Both copies of the game sheet must be delivered to the timer's booth before the game.

A) Each player is required to print legibly and sign their own name with their jersey # on the game sheet in the spaces provided.
B) If a game sheet is not submitted to the timekeeper by the end of the 1st period, the team will receive a 2 minute minor penalty.
C) Should any player arrive late for a game, such player must report to the timer's booth and sign the game sheet before they participate in the game. Players must arrive ready to play by the start of the 3rd period to be eligible to participate in the game.
D) Should a player fail to sign the game sheet and participate in a goal, the goal will be disallowed and his team will be assessed a bench minor.
E) Participating teams may dress 17 players provided the 17th player is a backup dressed goalkeeper

PLAYERS
Players must be at least 19 years of age prior to the start of the season to participate in the league.

In 30+ divisions all players must be at least 30 years of age at the start of the season unless they receive league approval.

Players must provide photo identification containing their signature upon request by the League. If the player cannot produce proper identification within ten minutes, the team will automatically default the game.

EQUIPMENT
Players must wear CSA approved helmets and goalie masks. If a player/goalie loses his helmet at any time, play may be stopped at the discretion of the official. If a player loses his helmet he must either put it back on immediately or go the bench for a change.

Face masks and visors are not mandatory. Since the League does not provide medical and dental insurance, we strongly recommend that for the safety of your players some kind of facial protection be worn - THIS IS FOR YOUR SAFETY

OFFICIAL ROSTERS & WAIVER FORM
A) Team rosters must be submitted before the first regular season game. Any changes to the roster will be permitted until the last regular season game. The roster sheet requires a clearly printed name, a home phone number, birth date, address and the player's signature. Each team will be allowed a maximum of twenty players, including goalkeepers. Teams that don't hand in their roster sheet will default all games until the roster sheet is turned in. Players who are not listed on the Official Roster by the last regular season game will not be eligible for play-off contention

B) Players added to the roster sheet must sign it before participating in a game.

C) For playoff eligibility, it is recommended that teams have more that one goalie signed on their roster.

D) Should a non-rostered player be used, the team is in automatic default of the game and any subsequent games an ineligible player is used. In order to control player eligibility for playoffs only players who sign the game sheet and participate in the game will qualify for eligibility. Violation of player participation rules should result in a default for the offending team. If both teams, involved in the same game, violate these rules, both teams will be defaulted, and no points will be awarded.

E) Should a team participate in a game with more players listed on the game sheet than they have on their roster, that team will Automatically default the game.

F) It is very important that the names are printed clearly on the rosters and the game sheets, the signatures must be consistent with the ones on the roster. If the game sheet signature does not coincide with the signature on the roster, then the game won't count towards a player's eligibility in the playoffs. Also, the particular game in question could be defaulted. The League will periodically compare game sheet against roster signatures.

G) In case of protest, players must provide a photo identification containing their signature.

H) Any non-regular roster players that are going to participate in games must complete a waiver form supplied by the league

RINGERS
A) The League has run into situations in the past when a 'ringer' has signed in on the game sheet under the name of a team roster player. Should this player be detected by a League Official, the game will be an automatic default and the Team Rep will serve a two game suspension.
B) If the 'ringer' involves himself in an infraction during the course of the game that results in a suspension, then the Team Rep will serve the suspension, in addition to the two game suspensions.
C) Should the 'ringer' sign the game sheet under his own name or a fictitious one and it is detected by the League Official, the game will be defaulted to the opposing team and the League at their discretion will suspend the Team Rep for two games.
D) If the 'ringer' involves himself in an infraction during the course of the game that results in a suspension, the League at their discretion will choose a player on the roster to serve the suspension.

SWEATERS
When two opposing teams have similar colored sweaters the visiting team will wear cover-ups. Cover-ups may be obtained from the Ice Control Office with a deposit of $20.00, the deposit will be refunded to the team upon receipt of the allotted number of cover-ups. A non-refundable fee of $10.00 per missing cover-up will be charged to the team.

DRESSING-ROOMS
Dressing-room must be vacated within 30 minutes after the completion of the game. This will allow the staff to sweep the room and make it available to the next team.
**Co-operation in the regard is very important.
***Dressing-room doors are not equipped with locks therefore you must supply your own padlocks.

PROTESTS
In the event of a protest, the protesting team must leave a $25.00 fee with the convenor. Should the protest be upheld the $25.00 fee would be refunded, if not the League retains the money.

A) In the event of a protest regarding a player's eligibility, the team can protest against 2 players per $25.00 fee.
B) The League will not entertain protests resulting from a referee or minor official's call or decision.
C) Protest of player eligibility must be done within ten minutes of the completion of the game to the League Convenor.
D) The decision of the validity of the protest will be available within 24 hours.

ICE RESURFACING
Teams must stay on their benches during the flooding period and remain there until the Zamboni gates are closed. Violation of this safety rule may result in a major team penalty (5 minutes) to the start of the game.

FIRST AID KIT
It is suggested that each team have a First Aid Kit on the bench during the games. The arena maintains a supply of first aid material in the Ice Control Office, however the Manager is not always available to dispense the needed material.

RETURNED CHEQUES
There will be a $50.00 service charge for each returned cheque we receive. If a team issues 2 cheques that are returned, they will no longer be allowed to make payments via cheque unless it is certified

AWARDS
Only players who have participated in the required number of games to be eligible for playoffs will receive an award. The Maximum # of awards guaranteed per team is 16.

HAT TRICKS, PENALTY FREE GAMES AND SHUTOUTS
A voucher from the league will be awarded for any Hat Trick, Penalty Free Game or Shutout in any regular season or playoff game. See Convenor for Voucher. Voucher must be claimed within 2 weeks of accomplishment and redeemed before expiry date. Teams who have not completed the payment plan by the deadline will not be eligible for these awards.

OFF-ICE ALTERCATIONS
Any off-ice altercations, such as fighting in the dressing-room corridor, lobby, etc… will be dealt with more severely than on-ice altercations.

LEAGUE INSURANCE
The League does not provide medical insurance or dental insurance. Since there is a certain risk involved while playing hockey, all players are advised to have insurance.

FINANCIAL DELINQUENCY
Teams that do not maintain payments as outlined by the League payment schedule may be suspended or expelled from the League with no refund for payment already received. There will be a $200 late fee assessed to teams that are not paid in full by the financial planned outlined in the brochure.

REGULAR SEASON PLACEMENT - TIE BREAKING SYSTEM

A) TWO TEAMS
1) The games the teams played against each other will determine the winner (team with the most points)
2) If tied the goal spread against each other will determine the winner.
Example: Team 'A' has 10 goals for and 5 goals against = +5
Team 'B' has 5 goals for and 10 goals against = -5
Therefore, Team 'A' will place higher in the standings.
3) If tied, the team with the most wins.
4) If tied, the team with the least losses.
5) If tied, the team with the least ties.
6) If tied, highest average based on the following formula:
'Goals for' divided by 'Goals against'
Example: Team 'A' has 10 goals for and 5 goals against =2.00
Team 'B' has 11 goals for and 6 goals against =1.83
Therefore, Team 'A' will be placed higher in the standings.
7) If tied, the executive will make the decision regarding the winner.

B) THREE + TEAMS
1) Team with the most wins overall.
2) If tied, team with the least losses.
3) If tied, team with the least ties.
4) If tied, highest average based on the following formula:
'Goals for' divided by 'Goals against'
Example: Team 'A' has 10 goals for and 5 goals against =2.00
Team 'B' has 11 goals for and 6 goals against =1.83
Team 'C' has 14 goals for and 12 goals against = 1.17
Therefore, Team 'A' will be placed higher in the standings.
5) If tied, the executive will make the decision regarding the winner.

PLAY-OFF POLICY & PROCEDURES

PLAYOFF FORMAT
The playoff format will be posted at a later time.

PLAYOFF ELIGIBILITY
A) Players must participate in a minimum of 5 regular season games (4-Sunday League) to be eligible for play-offs. (Summer Hockey) Players must participate in a minimum of 8 regular season games (Winter Hockey) to be eligible for play-offs
***There will be no exceptions made for players who are absent for games due to sickness or injury. Games missed under these circumstances will not count towards playoff eligibility. ***

B) Goalkeepers need not have played in required number of games, but they do have to play in 1 regular season game and be listed & signed on the team roster. With permission from the League Convenor, teams may use a goalie from another team in their own division, or from a lower division in the same league. The final option would be the team could use a goalie service but must request a goalie of the same caliber as they are playing in and must provide the league with the name of the goalie service for verification.

C) It is the responsibility of the team rep to ensure that online statistics are accurate. Any corrections or adjustments must be forwarded via email to league management in a timely manner. Changes will not be made after the end of the last regular season game.

PLAY-OFF DEFAULTS
Any defaulted games during the play-off season will result in a 5-0 score.

RULES AND SUSPENSIONS

Officiating of all games is based upon C.A.H.A. rulebook with the exception of added Chesswood & Westwood Hockey League rules, additions and amendments to C.A.H.A. rules.

1) STICK RULE:
The League has eliminated the C.A.H.A. rules applying to stick curvature.

2) CENTRE RED LINE:
The Centre Red Line offside pass has been eliminated.

3) DELAYED OFFSIDE:
Clear The Zone rules will apply.

4) LENGTH OF PENALTIES:
Minor penalties are two (2) (*see #5 Stick Penalties for exceptions) minutes and major penalties are five (5) minutes in length.

5) STICK PENALTIES:
Any player receiving a High Sticking, Cross Checking or Slashing penalty will be assessed a Double Minor penalty which will count as one (1) penalty towards the Three Penalty Rule. However, a major penalty can be issued if the official feels it is warranted.

STICK SWINGING - Any player who swings their stick while attempting to knock the puck down above his shoulders whether he makes contact or not, will receive a 2 minute minor penalty. However, this penalty will only count as a 2 minute misconduct and will not put the team short-handed

6) PLAYER CHANGES FOR PENALIZED TEAMS:
Teams, which are serving a penalty, may not make player changes during the stoppages in play. Player changes will only be allowed while the game is in progress.

7) COINCIDENTAL MINOR PENALTIES:
When two opposing players are assessed coincidental minor penalties, the players will serve the two minute penalty but neither team will play shorthanded. The players return to the ice at the first stoppage of play after the expiration of the penalties.

8) BODY CONTACT:
Deliberate body contact will result in the offending player receiving a minor penalty. However, a major penalty can be given if the official feels that it is warranted.

9) PLAYING WHILE UNDER SUSPENSION:
The player's team will automatically default the game. The player will be ejected from the League without compensation and the league at their discretion will choose a rostered player to serve an additional three (3) game suspension.

10) BENCH CLEARING:
Any player/s leaving their respective benches or the penalty box and coming on to the ice during an altercation will be responsible for their team receiving a five (5) minute major bench penalty. If said player/s becomes involved in an altercation then each player will be given a game misconduct plus a three (3) game suspension.

11) INJURED GOALKEEPER:
If the goalkeeper is injured during the course of play and is unable to continue, the team will be allowed ten (10) minutes to dress another goalkeeper if they don't have one dressed on the bench.

12) TIMEOUTS:
Teams will not be permitted a time out during regular season games.

13) HELMETS:
C.S.A. approved helmets are mandatory for all players. If a player's helmet comes off during the course of play, they must proceed directly to the player's bench. Failure to comply with this rule will result in a minor penalty.

14) DELAY OF GAME:
With the running time periods if the officials feel that a team is delaying the game on purpose by icing the puck or continuously shooting the puck out of play; a minor penalty for delay of game can be call at the officials discretion.

SUSPENSIONS AND MISCONDUCT PENALTIES

SUSPENSIONS:
Any player that receives a suspension late in the season or during the playoffs resulting in a season ending suspension, will have that suspension carried into the following season summer or winter or whenever that player decides to return to the league. Any player that is suspended indefinitely over the course of the season must arrange to meet with league management prior to the start of the next season.

Suspensions will be posted online with 48 hours of the incident. It is the responsibility of the team rep/player to check the website if a players receives a major/misconduct/gross/match penalty. If after the 48 hour period a suspension will be issued, the league convenor will contact the team representative

Players who are ejected from a game must go directly to the dressing room and are not permitted back to the players bench or near the ice surface. They must stay in the dressing room or leave the facility. Players who abuse this policy and get involved with the officials or players from the other team are subject to dismissal from the league.

As there have been several situations involving suspended players while attending their team's games, it is strongly suggested that such players avoid the Arena for the duration of the suspension. Should a suspended player be in attendance and become involved in a situation, he will be suspended from the League without compensation. Any player, who receives a suspension of four (4) games or more, would be suspended from participating in any capacity with any team playing in the Chesswood/Toronto West Adult Hockey League.

GAME MISCONDUCT:
- Entering the referee's circle after being warned
- Fighting
- Unsportsmanlike conduct
- Abusive language directed at an official
- Third man into an altercation
- Receiving three (3) penalties during the course of the game

Example: minor, major, 10 minute misc. or any combination
- A major penalty

GOALKEEPERS:
Because of certain situations which have developed, the League has been forced to treat goalkeepers in the same manner as skaters. That is to say, should the goalkeeper involve himself in such a manner that a game misconduct is warranted, he will be ejected from the game. The offending team may continue the game either with a back-up goalie from the bench or with the number of skaters allowed considering penalties.

SUSPENSIONS:

MAJOR PENALTIES: (excluding fighting)
1st Offence: Offending player will be ejected from the game in progress and serve a minimum of one game (1) suspension.
2nd Offence: Ejection from the game in progress and serve a minimum of three (3) game suspension.
3rd Offence: Ejection from the game in progress and dismissal from the League without compensation.

FIGHTING:
1st Offence: Offending player will be ejected from the game in progress and in addition serve a two (2) game suspension.
2nd Offence: Ejection from the game in progress and dismissal from the League without compensation.

**The aggressor/instigator will receive and additional one (1) game over and above the designated suspension **

THREE PENALTY RULE:
Players receiving three (3) penalties: such as minor, major and misconduct, or any combination; during the course of the game will receive a game misconduct. Should a player accumulate three (3) game misconduct penalties as a result of the Three Penalty rule, the player will be suspended one (1) game, four (4) game misconducts and two (2) game suspensions. Five (5) game misconducts will result in dismissal from the League without compensation.

INDIVIDUAL PLAYER PENALTY MINUTE ACCUMULATION
Winter Hockey Season:
Any player who accumulates 35 minutes in penalties during the year will receive a 1 game suspension.
Any player who accumulates 50 minutes in penalties will receive an additional 2 game suspension.
Any player who accumulates 70 minutes in penalties will receive an additional 3 game suspension or possible dismissal from the league

Summer Hockey Season:
Any player who accumulates 25 minutes in penalties during the year will receive a 1 game suspension.
Any player who accumulates 40 minutes in penalties will receive an additional 2 game suspension.
Any player who accumulates 60 minutes in penalties will receive an additional 3 game suspension or possible dismissal from the league

MATCH PENALTY:
1st Offense: A minimum of three (3) game suspension.
2nd Offense: Ejection from the game in progress and dismissal.

GROSS MISCONDUCTS:
1st Offense: Offending player will be ejected from the game in progress and receive a minimum two (2) game suspension.
2nd Offense: Ejection from the game in progress and dismissal from the League without compensation.

DELIBERATE INJURY OR HITTING OF AN OFFICIAL:
Any player who commits such an offense is subject to automatic dismissal from the League without compensation.

ABUSE OF OFFICIALS:
Continuous abusive language directed at a League Official: referee, timekeeper or convenor will result in a minimum one (1) game suspension.

MISCONDUCT PENALTIES:
Players assessed any type of game misconduct penalty during the third period of the game will result in an additional one (1) game suspension.

ACCUMULATED SUSPENSIONS:
Any player who has accumulated six (6) games in suspension during the course of the season will have their case reviewed by the League Convenor which could result in ejection from the League without compensation.

League Management reserves the right to the final decision on any league suspensions and other issues.

DRUGS AND ALCOHOL:
Any player under the influence of drugs or alcohol will be ejected from the game. Teams are responsible for preventing this from happening. The Team will be assessed a double minor penalty. If this happens more than once, the Team Rep will be suspended for one (1) game.

***THE DRINKING OF ALCOHOLIC BEVERAGES AT CHESSWOOD/WESTWOOD ARENAS: TEAMS ARE REMINDED THAT IT IS ILLEGAL TO CONSUME ANY ALCOHOLIC BEVERAGES IN CHESSWOOD/WESTWOOD ARENAS' UNAUTHORIZED AREAS.

IE: DRESSING ROOMS, STANDS OR HALLWAYS, THE POLICE HAVE THE AUTHORITY TO ENTER THESE PREMISES AT ANYTIME TO ISSUE A SUMMONS TO ANY PERSON DRINKING ALCOHOL IN AN UNAUTHORIZED AREA. TEAMS ARE ASKED TO CO-OPERATE WITH THIS LAW AND NOT DRINK ALCOHOLIC BEVERAGES IN ANY UNAUTHORIZED AREAS.

SMOKING
The Smoke - Free Ontario Act which came into effect May 31, 2006 prohibits smoking in enclosed workplaces and enclosed public places in Ontario in order to protect workers and the public from the hazards of second - hand smoke.

Under this Act, Chesswood Arenas and Westwood Arenas is considered to be a Smoke Free Facility.

It is the responsibility of the Team Rep to make sure that all team members comply with the Act. If a team is caught smoking in the dressing room they will be subject to the following consequences:

1st Offense - Warning Letter from Facility Management
2nd Offense - $100 Fine paid to the league prior to the team's next game & 1 Game Suspension to team rep/players involved
3rd Offense - Team Dismissal from league with no financial reimbursement
